Every day, in every region of the world, men, women and children are subjected to torture. In the great majority of cases, there is no investigation of these crimes and no one is prosecuted for them. Torture is commited with no impunity. Impunity sends the message to torturers that they will get away with it. Impunity denies the victims and their relatives the right to have the truth established, the right to see justice done and the right to reparation. This report highlights the shameful fact that most torturers commit their crimes safe in the knowledge that they will never face arrest, prosecution or punishment. However, the tide is turning. Public awareness is greater than ever before. More and more goverments are willing to bring torturers to justice, at least those from the other countries. As a part of Amnesty International's worldwide campaign against torture, this report shows how goverments can take the nexxt step to overcome impunity.
